GEM Technologies, Inc. (GEM) is seeking an Environmental Consultant to join our team. This position is part-time and will support the Los Alamos National Laboratory in Los Alamos, NM.

• Bachelor’s Degree in a relevant field of study and 5 years of relevant experience.
• Experience in development and implementation of RCRA permitting requirements, Clean Air Act, and Clean Water Act documents.
• Experience in development and implementation of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents.
• Experience in development and implementation of Air Operating Permit documents.
• Experience in performing environmental inspections, evaluation and assessments, and management review and appraisal techniques.
• Experience in working with and negotiating with regulatory agencies.
• Ability to interact with diverse parties with multiple, potentially conflicting, interests.
• Well-developed interpersonal skills including the ability to work with individuals and groups of diverse backgrounds in person and by telephone.
• Excellent written and oral communication skills.
• Skilled in problem identification and resolution.

• Provide analysis and review of environmental reports for submittal to the regulatory agencies in accordance with environmental requirements applicable to Hanford (e.g., Semi-Annual Air Operating Permit Report, Quarterly HEPA Vacuum Usage Report, Annual Criteria & Toxic Air Pollutants Emission Inventory Report Annual Radionuclide Air Emissions Report, Annual Portable/Temporary Radioactive Air Emission Unit (PTRAEU) & HEPA Filtered Vacuum Rad Air Emissions Report, Annual Hanford AOP Compliance Certification Report, NESHAPs Reports, AOP Annual Reports, Annual 216 Permit Significant Discharge Report, Annual EPCRA Section 312 Tier 2 Emergency & Hazardous Chemical Inventory Report, Annual Hanford Site Toxic Chemical Release Inventory EPCRA Section 313 Report, RCRA 3016 Report, Annual RCRA Permit Noncompliance Report, RCRA 3016 Report, Annual Hanford Site Solid Waste Landfill Monitoring Report, Annual Pit 9 Inert Waste Landfill Report, Annual Hanford Site Waste Treatability Studies Report, Annual Hanford Site PCB Report, Annual RCRA Permit Pipeline Mapping & Marking Report, Annual Environmental Liability Report, etc.).
• Provide support to DOE’s oversight and management of environmental permit requirements (Clean Water Act Permitting, WAC 173-216 Permitting, Large On-site Sewer System Permitting, RCRA Permitting, etc.).
• Provide inspection support to DOE that ensures compliance with respective environmental regulations and permits (RCRA, CWA, CAA, TSCA, MOCA, WAC 216, & USTs, Annual Hanford Facility RCRA Permit Inspection, LDR Inspection Oversight, Environmental Monitoring Network (PSRP) ASER Oversight, etc.).
• Provide support to effective, efficient management of site-wide databases (the Air Operating Permit (AOP), Automated Bar Coding of All Samples at Hanford (ABCASH), Environmental Release System (ERS), Regulatory Agency Inspection Database (RAID), and Environmental Actions Tracking System (EATS), etc.).
• Provide support to DOE in the review, evaluation, and reporting of EMS/ISMSolutions elements to include documentation and evaluation through contractor oversight.
• Provide support in the development of regulatory, permitting, compliance, and TPA policy and strategy as well as regulatory analysis, guidance, recommendation, and responses; and hosting regulatory agency personnel visits.
• Provide day-to-day support for environmental activities that DOE is responding to with the increasing regulatory oversight from the Washington State Department of Ecology (WDOE) and U.S. Environmental Protection Agency (EPA).
• Develop written products (including emails and reports, as required) and verbal communication (including briefs to DOE and contractor staff) regarding environmental activities performed in support of DOE.
• Perform environmental reviews/evaluations/inspections as necessary to support DOE.

• To be considered, you must be able to obtain and maintain a government issued clearance, if needed.
• Due to the federal nature of the work, a U.S. Citizenship is required.

• Knowledge of the Hanford site preferred.
• Experience at a DOE Office of Environmental Management site preferred.

The DOE’s Hanford Site, located in Richland, Washington, is a 580-square-mile section of semi-arid desert that was established as part of the Manhattan Project to produce plutonium for national defense. Hanford produced much of the plutonium used in the US nuclear weapons stockpile, including materials for the Trinity test and atomic bombs used to help end World War II. Cleanup of the Hanford site is managed by two DOE offices: the Richland Operations Office and the Office of River Protection.
